Prethodni model, poznat kao NEM 2.0, omogu\u0107avao je vlasnicima ku\u0107a da vi\u0161ak energije proizveden tokom sun\u010danih sati prodaju mre\u017ei po punoj maloprodajnoj ceni struje.<\/p>\n\n\n\n<p>Me\u0111utim, nova politika NEM 3.0 u Kaliforniji uvela je strukturu \u201eneto obra\u010duna\u201c zasnovanu na tzv. \u201eizbegnutim tro\u0161kovima\u201c. Rezultat je pora\u017eavaju\u0107i za vlasnike panela: kredit koji dobijaju od dr\u017eave smanjen je za neverovatnih 75%. Prodaja vi\u0161ka mre\u017ei postala je ekonomski neisplativa, jer dr\u017eava sada pla\u0107a samo deli\u0107 cene koju napla\u0107uje kada tu istu struju isporu\u010duje.<\/p>\n\n\n\n<p>Ova promena politike izazvala je domino efekat. Umesto da vi\u0161ak energije \u0161alju u sistem i tako poma\u017eu stabilizaciji mre\u017ee, vlasnici su primorani na dodatne investicije, jer je jedini na\u010din da solar ostane isplativ &#8211; \u010duvanje sopstvene energije za no\u0107ne sate, odnosno kupovina i instaliranje baterija, navodi seu \u010dlanku. A sa 295.000 doma\u0107instava koja ve\u0107 ose\u0107aju ove rezove, raste broj onih koji planiraju potpunu diskonekciju koja bi se sada osetno vi\u0161e isplatila.&nbsp;<\/p>\n\n\n\n<p>A to, opet, stvara novi problem za postoje\u0107i elektroenergetksi sistem &#8211; manji broj korisnika mre\u017ee bi morao u tom slu\u010daju da snosi ve\u0107e tro\u0161kove odr\u017eavanja infrastrukture, \u0161to bi dodatno podglo cene onima koji nemaju instalirane panele.&nbsp;<\/p>\n\n\n\n<p>A problem ne staje u Kaliforniji. Tako je i Arizona usvojila sli\u010dan model \u201eizvozne stope\u201c, pla\u0107aju\u0107i vlasnicima panela daleko manje od dosada\u0161nje cene.
